Operation Ulm

(German city)

'Ulm' was a German unrealised plan to attack and destroy Soviet electricity-generating plants in the Ural mountains region of the USSR using bombers and/or sabotage teams, and so diminish the capability of Soviet industry to produce modern weapons (1943).

The reality of the fact was that Germany lacked the bombers, in terms of numbers, range and weapons load, which could have made any such undertaking successful.
