'Mulliner' was a British unrealised deception planned by Colonel Peter Fleming’s 'D' Division to induce the Japanese to keep significant air and ground forces outside the Burma theatre by raising the possibility of British operations against the Japanese garrisons on the Andaman and Nicobar island groups, which command the southern approaches to the Bay of Bengal and the shipping routes off Burma’s western coast (summer 1944).
