'Rotdorn' was the German overall naval planning for a number of eventualities stemming from the continued Soviet advance to the west (16 July 1944).

The naval plans included the construction of coastal defences on the shores of the Baltic Sea, ways to ensure the continued flow of essential supplies to Generaloberst Johannes Friessner’s (from 25 July Generaloberst Ferdinand Schörner’s) Heeresgruppe 'Nord' in the Baltic states, evacuation of naval bases in the Baltic region, relocation of training areas from the Baltic Sea and coast, and evacuation of civilians and vital industries and raw materials.
