The 'Biserta-Programm' was an unrealised German plan for the negotiation with or imposition on the Vichy government of unoccupied France for the improvement of the protection afforded to the Vichy French colonies in West Africa against the possibility of Anglo-US attack, and to improve the delivery of supplies to the ports of this area to facilitate German naval operations in the Atlantic (18 July 1941 onward).
