'Viktoria' (i) was the German codeword to signal the full implementation of the new command structures for the Mediterranean and neighbouring land areas outlined in the Führerweisung Nr 40 of 23 March 1942 about the competence of commanders in coastal areas and Führerweisung Nr 47 of 28 December 1942 about command and defence measures in the south-east (19 February 1943).
