'Wolke' was a German programme of five transfers of reinforcements to occupied Norway ordered by Adolf Hitler at the expense of more needy fronts (5/20 November 1942).
The reason for the redeployment was Hitler’s firm belief that Norway was a 'zone of destiny' against which the Allies, largely at the behest of Prime Minister Winston Churchill, would inevitably launch a major invasion. The undertaking was completed in five sea lifts to Oslo.
